Fixed the issue for the Resource Block Offset parameter where the software did not use the current value, but instead used some other incorrect value. This issue was isolated to Basic R9 and R10 Uplink carriers. The parameter is located in the Configure UL-SCH window that is accessed via the UL-SCH Config button.
