The goal of this calibration is to determine the offset VCO Kv values for given offset loop VCO frequencies. The Kv values are then used to determine the necessary gains values for the offset loop. Since the offset loop can only lock to discrete frequencies separated by 125 MHz, the Kv values are calculated by measuring the tune voltages at the offset frequency index, the previous offset frequency index (-125 MHz), and the next offset frequency index (+125 MHz).
