The default value is 0 degrees.It is assumed that the DowntiltAngle and ScanAngle are accomplished by mechanical rotation of the antenna element. According to 3GPP standard 38.901 chapter 7.1, the antenna pattern of each element is defined in a Local Coordinate System(LCS) relative to the that element. And the overall antenna array and beam pattern is defined in a Global Coordinate System(GCS). When one element is mechanically rotated, for each direction (theta, phi) defined in GCS, we need to convert it to LCS(theta', phi') first, then use the element antenna pattern which is defined in LCS to calculate the overall beam pattern. The conversion from GCS to LCS uses the downtilt angle and ScanAngle. The range of this value is from 0 degrees to 90 degrees, it is relative to the Z axis of GCS. When it is 0 degree, it means there is no rotation for the element.
