N_NB^{ch,UL Up Link (reverse link: from cell phone to base station)} sets the number of consecutive absolute subframes over which PUCCH Physical Uplink Control Channel or PUSCH Physical Uplink Shared Channel stays at the same narrowband before hopping to another narrowband, expressed as an integer number.
