FACH measurement occasions (FMO) are used to control UE measurement activities on inter-frequency and inter-RAT cells while the UE is in CELL_FACH RRC state. FMO are configured to allow for measurement of some parameters that cannot be measured while simultaneously receiving the S-CCPCH of the serving cell in CELL_FACH. When configured, FMO create transmission gaps in the S-CCPCH sent from the network when the UE is in CELL_FACH.
The UE decides when to perform measurements in CELL_FACH that can be made while simultaneously receiving the S-CCPCH of the serving cell. For other requested measurements in CELL_FACH, FMO are required. In order to perform measurements using FMO,

The 3GPP standards allow FMO to be configured using SIB11 or SIB12. The test set uses only SIB11 for configuration of FMO.
The SIB11 FMO settings are configured separately from the existing SIB11 measurement settings. You must configure SIB11 FMO, SIB11 inter-frequency and inter-RAT measurements so that no conflicts occur at the UE. The test set does not perform error checking to validate these settings.
The TTI of the S-CCPCH is fixed to 10 ms.
CELL_FACH state is supported when using W-CDMA RABs.
Measurement of TDD neighbor cells cannot be configured. Because of this, the UE is not asked to make TDD measurements when using FMO. In other words, the IE "Inter-RAT Measurement Indicators" is fixed to `1.'
Measurement of IS2000 neighbor cells cannot be configured. Because of this, only `GSM' is supported as the "RAT Type" IE in "FACH Measurement Occasion Info."
The following sections summarize the settings provided for configuring FMO. With the exception of

is selected, SIB11 includes the IE "FACH Measurement Occasion Info", and all other FMO settings are available for selection. If

is selected, SIB11 does not include this IE.

This setting is used by the UE to calculate M_REP, the FACH measurement occasion cycle length, using the equation provided in 3GPP TS 25.331. The test set does not transmit anything to the UE with the identified C-RNTI value via FACH during FACH measurement occasions in CELL_FACH state.
