As specified in the 3GPP standard, the system information block type 19 contains Inter-RAT frequency and priority information to be used in the cell. The test set support SIB 19 by the following parameters:
This setting determines whether or not SIB19 shall be transmitted via the BCCH.

This setting determines the reselection priority associated with the UTRA Serving Cell.

SIB19 UTRA Serving Cell Low Threshold
This threshold is used in the rules for cell reselection when absolute priorities are used. It specifies the limit for serving cell Rx level below which the UE may perform cell reselection to a cell on a lower absolute priority layer.

The
SIB19 E-UTRA Info List
provides eight different E-UTRA Frequency and Priority Information entries, indexing from 1 to 8. Each entry allows you to configure the following fields: Measurement Bandwidth, priority, QrxlevminEUTRA, Threshx, high, Threshx, low and E-UTRA detection.
E-UTRA State
This setting determines whether the corresponding SIB19 E-UTRA EARFCN information is present in SIB19. If all the eight
E-UTRA State
are set to

, the optional 'E-UTRA frequency and priority' IE will not be included in SIB19.

EARFCN
This setting specifies the Downlink EARFCN of the neighbouring E-UTRA cell(s) for the corresponding SIB19 E-UTRA EARFCN (1 to 8).

Measurement Bandwidth
This setting determines the measurement bandwidth for the corresponding SIB19 E-UTRA EARFCN (1 to 8). The measurement bandwidth indicates the number of resource blocks over which the UE could measure.
The default value for this setting is 50, specifying a channel bandwidth of 10MHz to match the specification of the default EARFCN values as in the 3GPP TS 36.508 v8.5.0.

Priority
This setting determines the reselection priority for the corresponding SIB19 E-UTRA EARFCN (1 to 8).

QrxlevminEUTRA
This setting determines the QrxlevminEUTRA, which allows specification of the minimum required Rx level in the cell(s) associated with the corresponding SIB19 E-UTRA EARFCN (1 to 8).

Threshx,high
This setting determines the Thresh x,high value for the corresponding SIB19 E-UTRA EARFCN (1 to 8). Thresh x,high , as defined in 3GPP TS 36.304 v8.8.0, specifies the threshold used by the UE when reselecting towards the higher priority frequency X than current serving frequency.

Threshx,low
This setting determines the Thresh x,low value for the corresponding SIB19 E-UTRA EARFCN (1 to 8). Thresh x,low , as defined in 3GPP TS 36.304 v8.8.0, specifies the threshold used in reselection towards frequency X priority from a higher priority frequency.

Detection
This settings determines the content of the detection field for the corresponding SIB19 E-UTRA EARFCN (1 to 8).
