Function	Sets/queries the observation period for UE reported DTCH BLER measurements (see DTCH BLER (Block Error Ratio) Report for details). It is in the unit of millisecond. This setting is only useful after a Measurement Request (see CALL:MS:REPorted:MEASurement:REQuest ).
