TDECQ Equalizer Low SNR Feature

Enables TDECQ operator to process waveforms that have large amounts of noise present (low SNR). Enable or disable this capability in the Advanced tab of FlexDCA's TDECQ operator Setup dialog (:SPRocess:TEQualizer:LSNR command).
